Newbie question: missing CEPServiceManager4 (Win10, CC2014)

Greetings experts,

I am a newbie about to develop a plugin for photoshop CC 2014 using eclipse over Win 10.

I have installed CreativeCloud and Photoshop CC 2014 (deliberately not 2015).

I am following this guide: Adobe Extension Builder and Creative Cloud 2014 and it requests me to update the CEPServiceManager4 folder.

However, I am missing the CEPServiceManager4 folder and files.

How can I obtain / install the CEPServiceManager4? Short search through the web returns nothing meaningful to me. So I am guessing I am missing something here.

Any help will be highly appreciated.
